introduction

The packaging sector is one of the main users of virgin materials with approximately 40% of plastics and 50% of paper used in the EU being destined for packaging.

It is estimated that on average, each European generates almost 180kg of packaging waste per year(EC, November 2022). According to The United Nations Economic Commission for Europe (UNECE, March 2022) packaging accounts for 38% of total plastic waste in Europe, of that 9% is recycled.

The European Commission with its main growth strategy, the European Green Deal, aims to put an end to wasteful packaging by working on a series of proposals that will control packaging waste as well as its sustainability.

In this line, the Packaging and Packaging Waste Directive revision (November 2022) pledges to reach the objective of the European Green Deal and the new circular economy action plan to ensure that all packaging on the EU market is reusable or recyclable in an economically viable way by 2030. It will also contribute to the commitment of the 2018 Plastics Strategy to ensure that by 2030 all plastic packaging placed on the market can be reused or recycled cost-effectively.

The fashion industry generates up to 10% of global pollution

According to the "Environmental Impact of the Global Apparel and Footwear Industries Study", the fashion industry generates up to 10% of global pollution while the European Environmental Agency ranking clothing, textiles and especially footwear fourth in the list of top polluting industries.

Packaging used in the fashion industry is dominated by the use of plastic, carrier bags, polybags, postal bags and even plastic film used to laminate items generating significant amounts of waste.

Boost Europe’s recycling capacity

With the Commission proposing new EU-wide rules on packaging to tackle this constantly growing source of waste and put the packaging sector, on track for climate neutrality by 2050, new opportunities will be created within the industry.

Especially for the SMEs in the TCFL sector, decreasing the need for virgin material can boost Europe’s recycling capacity, making Europe less dependent on resources and external suppliers. The VET sector can be an important asset towards this transition, investing in the training of the current TCFL workforce but also of people coming from disadvantaged social groups for whom the sustainable packaging sector can be a potential employer(Vocational education and training:Skills for today and for the future, 2022).
